Josephine Klepack Ennis

Josey represents developers and property owners in affordable housing transactions. She advises clients on projects financed with Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, and local, state, and federal funding sources. She also has experience with year 15 investor exits, property acquisitions, condominium structures, and leasing structures.
Before joining Kantor Taylor, Josey was a Legal Honors attorney at the U.S. Department of Housing and Urban Development in Seattle and an associate in the public finance group at Pacifica Law Group, where she was recognized as a Washington “Rising Star” by Super Lawyers.
She earned her B.A. from Louisiana State University (2005) and her J.D. from the University of Washington School of Law (2013), where she was an editor of the Washington Law Review. More recently, Josey received her Master of Regional Planning from Cornell University (2023), where she focused on housing policy and real estate finance.
Josey is a fifth generation Pacific Northwesterner and has also lived in Louisiana, Canada, Thailand, and Ghana. She currently resides in New York’s Finger Lakes Region where she serves on the Real Estate Development Committee for Ithaca Neighborhood Housing Services. Outside of work, she enjoys music, travel, and exploring the outdoors with her family.
